Heat only works in sections of home.

I have oil heat with baseboard thought the house. I have an attached in law apartment in rear of house. The baseboard in the in-law apartment is not receiving any hot water. Fine everywhere else in house. Thought it was thermostat and changed it but nothing. Any quick ideas?
