Tree roots on top of sidewalk

The rear of my property has a steep decline that faces a city sidewalk and street. Some small rootlets from the trees on the slope are growing a mat extending ~1 foot over the sidewalk. I am considering removing them. Will that harm the trees? Should I just leave it alone?
