Brake clutch 42"sears mower

My mower was working normally until I stopped to talk to wife. When I started to resume mowing I had not forward or reverse drive. If I lift the brake/clutch petal with my toe works fine. I put a small bungee cord on petal and works great. I changed both belts and problem still exist. Any sugestions will be greatly appreaciated. Thanks. Mower is a Sears model #917.271660 17 hp 42 in cut.
