Toilet overflow into kitchen ceiling - drywall bubbled....how to repair?

Hello everyone, This is my 2nd ever post on this website. Thanks in advance for your support. Toilet on 2nd floor overflowed, caught it quickly, but dropped about 2-3 gallons onto the kitchen ceiling below affecting about 2 square feet. The ceiling consists of 2 layers of drywall. Now that it has dried up, it looks like the drywall is solid except for some areas where the paint and drywall paper has separated and is bubbled up and hanging loosely. What is the best way to repair this with minimal destruction? Can a person cut out the thin bubbled areas maybe 1/16" deep and remud? Or should the entire drywall be cut out in those areas?
