Cement and paper roof....query

Hello I am redoing the roof on my little shed; just a cement and paper job. However, I'm a little stumped on the order of things..... Which comes first....the cement or the nails? I know I will have to touch up the nail heads regardless.....but does it matter if I nail down the edges first before applying the cement....or vice versa? Thank you! :)
