NX-6 Problem

Okay...I just bought a house with a Networx NX-6 system with two NX-1308E panels. The system WAS monitored but is not as of now due to not having telephone service as of yet. All was working fine until yesterday when I went to the home and found that one of the panels was no longer responsive. The power light is a steady red and the FIRE light is rapidly blinking. No other lights. The other panel is operating fine and still seems to control the alarm system fine. Any ideas/suggestions?
