Furnace fires up but blower does not blow heat

Hi, Respected DIY community, MY UPG GAS/ELECTRIC SINGLE PACKAGE AIR CONDITIONERS Model DW-03-N11 (See manual HERE (http://www.upgnet.com/PdfFileRedirect/336194-BIM-A-0507.pdf)) Thermostat triggers the heat - furnace fires up and i feel warm air from power ventor motor attached to the furnace but there is no heat blowing from vents. upon checking i found out that blower was not operating at all. is problem with blower or capacitor or circut board ?
