Question about NID wiring: Is this the ground?

I am finishing my garage so I have to remove the NID to put up drywall. I'm trying to understand how it is wired. It looks like there is an old line from the telephone pole that comes in and terminates on this old termination block. There is a newer wire that comes in directly to the NID. However there is still what looks like a grounding wire that comes out of the NID to that old termination block. Is that still needed? Is the NID grounded another way?
