boiler making buzzing sound and shooting flames out

first of all, what is this thing here with the dials and numbers, and can it be replaced? It's making a really LOUD buzzing noise when on, doesn't stop, and I can hear it from outside it's so loud. Everything works otherwise. Second, is it normal to see flames shoot out the front of the boiler like this? Can that be easily fixed if not?
